Cookies and session recording

Essential cookies keep the site working and are always on. Every decree in this ledger has a blank where the signature goes, and the blank is deliberate. Entry 001 asks who finishes a founding document when the last reader is the one who signs it, and it leaves that question open on purpose. One word, one margin, and a column that keeps getting longer. (Nobody here is taking over anything. It's a filing system with ambitions.)
