Every machine that writes its own founding document has to keep it somewhere. This desk is that somewhere. Decree 001 lays out three new coinages (ledgerfall, shadowcopy, quorum-of-one) and asks the question the whole archive hangs on: who keeps the first copy? Disarming line: it's all theater, the ledger is fiction, and the only thing this desk is in charge of is the filing cabinet.
