U.S. lifts export ban on Anthropic's Fable model after company pledges safety oversight
The Commerce Department has restored access to Anthropic's powerful consumer AI model following security commitments from the company.
The New Stack
The U.S. Commerce Department has lifted export restrictions on Anthropic's Fable 5 and Mythos 5 AI models, allowing the company to restore user access after a two-week shutdown. In a letter to Anthropic co-founder Tom Brown, Commerce Secretary Howard Lutnick cited the company's agreement to proactively identify security vulnerabilities, collaborate with government agencies on safety protocols and standards, and report any malicious activity to federal authorities.
The restriction and its trigger#
The government imposed export controls on Fable on June 12, just three days after Anthropic launched its most capable consumer-facing model. The trigger was a security vulnerability, described at the time as a "jailbreak," though the specifics remained opaque. Unable to guarantee that only U.S. users could access Fable, Anthropic suspended the entire model—affecting not just consumers but also a small number of organizations using the more restricted Mythos variant.
A thaw in government relations#
The lifting of Fable restrictions marks a gradual softening between Anthropic and federal authorities. Prior to this episode, tensions had escalated when Anthropic refused to remove contractual protections against mass surveillance and fully autonomous weapons capabilities, prompting the Department of War to designate the company a supply chain risk and ban its use across federal contractors. Commerce Secretary Lutnick and his team have since held ongoing discussions with rotating Anthropic representatives, creating space for negotiation.
Industry implications#
The shutdown triggered nervousness across the sector at a time when Chinese companies are releasing increasingly competitive models. The Commerce Department had already restored partial access to Mythos on June 26 for select cybersecurity and infrastructure-focused organizations. The full reinstatement of Fable removes a significant operational disruption for Anthropic's business while underscoring the government's emerging role in shaping how powerful AI systems reach the market.
