JetBrains shifts focus to unified AI governance, not IDEs
The company is launching a management layer that oversees Claude, Codex, and other AI coding tools without forcing teams to abandon their preferred vendors.
The New Stack
Development organizations have adopted a patchwork of AI coding tools over the past few years—Claude in one context, a different agent in the terminal, a review tool elsewhere—leaving engineering leadership largely blind to what their teams actually use and how much it costs. JetBrains is now stepping in with a different approach: instead of building yet another IDE, the company is introducing a governance and coordination layer that sits above whatever AI tools a team already uses.
On Tuesday, JetBrains unveiled AI for Teams and Organizations, designed to provide shared context, reusable workflows, organization-wide controls, and cost tracking without requiring teams to standardize on a single vendor. The first capabilities will roll out across business customers starting in July and August.
Freedom without fragmentation#
Oleg Koverznev, JetBrains' head of agent systems, framed the strategy around developer autonomy. "Teams shouldn't have to standardize on a single vendor to benefit from AI," he noted in the company's announcement. The real tension, however, is clear: individual developers gain productivity when choosing their own tools, yet organizations end up with isolated workflows, scattered context, and ballooning costs.
The new platform aims to resolve that trade-off—letting developers keep their preferred tools while giving leadership visibility and control.
Four pillars of the rollout#
Automations and cloud agents handle long-running tasks triggered by repository events or schedules, executing in managed environments with results visible across teams.
JetBrains Context accelerates agents by giving them faster access to internal code intelligence—cross-repository patterns, examples, and references—thereby reducing agent iterations, execution costs, and errors.
JetBrains Central, which the company first previewed in March, is the central dashboard for engineering leaders. It tracks which AI tools teams are using, enforces access controls and model policies, displays analytics, and allocates costs by team.
JetBrains Central CLI integrates command-line agents like Claude Code, Codex, and Gemini CLI into the same console, so usage of third-party agents gets tracked alongside JetBrains' own Junie. The company is using the to connect external tools and the to wire in external agents—a deliberate design choice to avoid locking teams into JetBrains products.
