Apple Gets China's Green Light for AI Services via Alibaba Partnership
Chinese regulators have cleared Apple Intelligence for the mainland market after the company agreed to power its AI features with Alibaba's Qwen model.

Apple's long-delayed push into China's AI market is now officially underway. The country's Cyberspace Administration granted approval this week for Apple to offer its Intelligence platform across Chinese devices—a breakthrough that hinged on integrating Alibaba's Qwen AI model into iOS, iPadOS, macOS, and visionOS.
The Deal#
The agreement between Apple and Alibaba addresses China's strict regulatory requirement that AI systems deployed locally must be vetted and approved by government authorities. Rather than deploying its own AI infrastructure, Apple opted to leverage Alibaba's Qwen system, which already operates within the country's regulatory framework. The arrangement will bring text and image understanding and generation capabilities to Chinese users of Apple devices.
Baidu, another major Chinese technology company, confirmed it is also working with Apple on Intelligence features for the domestic market. The tech giant faces additional regulatory approval hurdles but remains part of Apple's strategy to build multiple local AI partnerships.
Why This Matters for Apple#
China remains a cornerstone of Apple's revenue, having generated $20.5 billion in sales during the most recent quarter—a 28% jump year-over-year. The company recently reclaimed its second-place position in China's smartphone market after aggressive discounting efforts. Gaining regulatory sign-off on AI capabilities strengthens Apple's competitive position in a market where AI features have become table stakes.
A Long Road to Approval#
Apple Intelligence debuted globally in 2024, but Chinese customers had been locked out due to regulatory uncertainty. The company had explored partnerships with several AI makers, including DeepSeek and ByteDance, before settling on Alibaba. Industry reports had previously suggested Apple faced technical challenges adapting models to meet Chinese language and cultural standards—hurdles the Qwen partnership appears to have resolved.
Alibaba has not yet disclosed when the integration will roll out to users, though the regulatory green light suggests a launch window is now in sight.
