Modulate lands $25M to expand voice AI safety and compliance platform
The Boston startup is building specialized small models to detect deepfakes, analyze customer intent, and ensure AI agents stay compliant in regulated industries.

Boston-based voice intelligence firm Modulate has secured $25 million in a funding round led by Future Ventures, with backing from Hyperplane and Lakestar. The capital will fuel expansion of its suite of small machine learning models designed to help enterprises monitor, analyze, and safeguard voice interactions across customer service, compliance, and security applications.
The investment underscores growing momentum in voice AI, where startups are racing to solve a dual challenge: making artificial voices more authentic while simultaneously protecting businesses and consumers from voice-based fraud and misuse.
Building modular voice intelligence#
Modulate operates an ensemble of over 100 specialized models organized into two categories. The first set extracts signal features—detecting vocal emotion, tone, language nuances, and identifying whether audio is synthetic. The second layer runs detection algorithms that assess caller intent, flag policy violations, and surface potential fraud.
By opting for smaller, modular models rather than monolithic systems, Modulate avoids the computational overhead of larger deployments. Co-founder Carter Huffman emphasized that this architecture simplifies training and deployment: "Our insight into the voice AI space is that a lot of folks are doing transcription, but there's not really any capability out there that gets the full nuance and full understanding of a conversation, which is so important when you're talking to another human being."
From gaming moderation to enterprise security#
Modulate was founded in 2017 by MIT physics graduates Mike Pappas and Huffman. The company initially focused on voice modulation tools for gaming before pivoting to voice-based content moderation. Now, as generative voice AI has matured, Modulate is positioned at the intersection of compliance, quality assurance, and fraud prevention for enterprises deploying voice agents.
The firm works alongside customer service platforms to monitor AI agent performance, ensure regulatory adherence in sensitive sectors, and alert organizations to potential scam calls or deepfake audio. It also applies voice analysis to detect cyberattacks conducted via phone calls.
Rethinking customer satisfaction measurement#
A key insight driving Modulate's approach is that traditional emotion analysis—classifying calls as "positive" or "negative"—misses the nuance of human interaction. Customers may sound polite or neutral while remaining deeply dissatisfied, particularly when interacting with AI systems. Modulate's granular analysis surfaces these hidden sentiment gaps, helping enterprises understand not just what customers say, but what they truly feel.
