AI agents now build and evolve operating systems from formal specifications
New OS-specialized agent framework separates stable design intent from implementation, enabling rapid prototyping and evolution of complex systems.
Operating system development has long been a laborious, manual process where even small changes demand deep knowledge of implicit assumptions, intricate subsystem interactions, and tedious cycles of building, booting, and debugging. A new research project proposes a fresh approach: using AI agents guided by formal specifications rather than freeform natural-language prompts.
The Problem with Current OS Development#
Traditional coding agents attempt to automate individual edits in isolation. But this approach falters when applied to OS evolution because it forces agents to repeatedly reconstruct task boundaries and system semantics from scattered fragments of context. Each task starts nearly from scratch, making sustained, reliable OS development difficult.
OSFoundry: Specification-Driven Development#
Researchers have introduced OSFoundry, a specialized agent framework that treats design intent as a first-class artifact. Rather than relying on prompts to convey what needs to change, OSFoundry uses SysSpec* — a shared development blueprint that pairs a task-bounding Plan with an OS-specific Specification. The Specification captures interfaces, modular dependencies, and concurrency semantics that any implementation must respect. Agents implement code against this blueprint and can refine both the Specification and the code when mismatches emerge.
This separation of stable intent from diverse implementation allows agents to work within a persistent context rather than reconstructing the entire problem space for each change.
Early Results#
The research demonstrates three key findings:
- Complete OS generation: OSFoundry successfully generates SpecOS from its specification. The resulting operating system boots and passes all 70 functional tests.
- Rapid evolution: Specification patches enable quick evolution, adding a GUI and three performance optimizations that boost performance by up to 4.41x.
- Linux kernel tasks: Across 11 recent Linux kernel bug-fix challenges, OSFoundry achieves roughly 1.8x the accuracy of prior AI coding approaches using GPT-5.5.
