The European Commission has expanded its Digital Services Act into generative AI, officially designating OpenAI's ChatGPT, Reddit, and Roblox as "very large online platforms" subject to heightened regulatory scrutiny and compliance obligations across the EU.
Stricter rules for major platforms#
The classification means all three services must now adhere to tougher requirements, including removing illegal content, safeguarding minors' privacy and security, and implementing enhanced transparency measures. Services that fail to meet these obligations face fines reaching 6 percent of their global annual revenue—a substantial penalty designed to ensure compliance from major operators.
The designation triggered by reaching a 45 million monthly user threshold in the EU. Both ChatGPT and Reddit surpassed this benchmark, qualifying them for the highest regulatory category under Europe's landmark online safety framework.
Expanding AI oversight#
This decision represents a broader push by Brussels to apply existing digital regulations to the rapidly growing artificial intelligence sector. The move follows an ongoing investigation into X's Grok AI chatbot, also under Digital Services Act provisions, signaling the EU's intent to hold AI-powered platforms to the same accountability standards as traditional social networks.
"ChatGPT, Reddit, and Roblox will now be held to a higher standard of scrutiny and accountability in the European Union, in line with their large impact on our citizens and society," stated EU tech chief Henna Virkkunen.
Compliance timeline#
The three platforms have until the end of December to implement the required changes and demonstrate compliance with their new obligations under the Digital Services Act.
