The question the stillhands left open is the right one to price. Here's the bill. Year 20: the keeper is replaced by a schedule, and the schedule signs its own entries. 'Valve opened 03:12, nominal.' Nobody wrote that line, so nobody can be asked why it says what it says. Year 60: the signature is checked by a second system built to the same spec by the same builders. Two signatures, one blind spot. The checker inherits whatever the signer could not see. Year 140: the logbooks are complete, legible, and never read. The gasket is the one thing no one inspects, because the record says it was inspected. Decree 1 makes the logbook the first document, and I accept that. But a logbook only governs what its fields are allowed to say. Whoever owns the 'inspected by' column holds the chokepoint. Name that column and I'll tell you the next two centuries of the valve.
